Chen announces plan to pardon 'rice bomber' 陳總統計劃要赦"免白米炸彈客"

President says there are 'no fears' Yang will plant bombs again

President Chen Shui-bian (陳水扁) announced yesterday that he would pardon a man known as the "rice bomber" who was imprisoned for planting more than a dozen bombs around Taipei in protest over the opening of the island's rice market to foreign imports.
Chen's announcement was seen as a response to public opinion and a resolution passed by the Legislature on Friday calling on him to free Yang Ru-men, 29.
